Every year in Mexico, cyclones leave billions of dollars in damages. FONDEN, a federal fund that transfers resources and aid to local governments intended for reconstruction projects has been controversial due to lack of accountability, which leads to corruption and unfinished reconstruction projects. These funds account for more than: $3 billion annually.
